DATE   :27 October 2026
SUBJECT   :Labor Advisory No. 20, Series of 2026 Guidelines on the Prevention and Management of Heat Stress During El Niño and Other Periods of Extreme Heat

Dear PMAPer,

The Department of Labor and Employment (DOLE) has issued Labor Advisory No. 20, Series of 2026, providing guidelines on preventing and managing heat stress during El Niño and other periods of extreme heat. The advisory covers private-sector employers and workers and calls for workplace-specific assessments of heat-related risks, including those caused by water shortages, power interruptions, and reduced ventilation or cooling.

The advisory outlines measures based on heat-risk levels, including providing safe drinking water and suitable rest areas, setting work-rest schedules, and moving strenuous tasks to cooler hours. Flexible work arrangements may be used when heat exposure is high, while work may need to be suspended, relocated, or rescheduled if serious risks cannot be adequately controlled. Employers are also expected to prepare for heat-related emergencies, while workers should follow safety measures and promptly report symptoms or unsafe conditions.
