Dear PMAP Members,

The People Management Association of the Philippines (PMAP) recognizes the growing concern among organizations and employees regarding the rising cost of transportation and its potential impact on daily work arrangements. These challenges are emerging amidst the ongoing tensions and crisis in the Middle East, which are beginning to influence global energy markets and, consequently, local transportation expenses.

At a time like this, PMAP acknowledges that the situation does not only create operational pressures for companies but also places additional financial and emotional strain on employees who must travel to and from work each day. As the national organization of people management and HR leaders in the country, PMAP believes that organizations must continue to respond with empathy, foresight, and responsible leadership, ensuring that both business continuity and employee well-being remain at the center of decision-making.

In this regard, PMAP supports organizations in recognizing the current circumstances as a potential Business Continuity Planning (BCP) situation, where prudent and temporary adjustments to work arrangements may help organizations manage costs while safeguarding the workforce. Companies may consider temporarily allowing work-from-home (WFH) arrangements, particularly during this period, subject to operational requirements and management discretion.

Beyond WFH arrangements, PMAP encourages organizations to explore practical measures that can help reduce operational costs while sustaining productivity and supporting employee welfare, such as:

• Hybrid work arrangements for roles that can sustain productivity outside the workplace.

• Temporary transportation assistance programs, shuttle pooling, or ride-sharing initiatives among employees.

• Review of non-essential operational expenses and prioritization of critical business activities during this period of uncertainty.

• Leveraging digital collaboration tools and virtual meetings to minimize unnecessary travel and in-person operational costs.

• Energy and facility optimization measures, particularly for organizations operating large office spaces.

These measures are intended to provide immediate and practical flexibility for organizations, allowing them to respond proactively to rising transportation costs while maintaining operational resilience. At the same time, such initiatives demonstrate the role of employers as responsible stewards of both business performance and employee welfare.

As part of its commitment to national leadership in people management, PMAP through its committees (Research and Labor Relations), is actively engaging with its members across the country through a pulse survey to better understand the impact of these developments on organizations and the Filipino workforce. The insights gathered from the survey will help guide PMAP in providing informed recommendations and industry guidance.

PMAP will continue to advocate for solutions that protect business continuity, workforce stability, and the global competitiveness of Philippine enterprises, while ensuring that Filipino employees are supported during periods of economic and geopolitical uncertainty.
