CIRCULAR NO. :2025 – 068
TO   :PMAP MEMBERS
DATE   :22 September 2025
SUBJECT   :Memorandum Circular No. 96 s. 2025 – IN OBSERVANCE OF ‘KAINANG PAMILYA MAHALAGA DAY,’ WORK IN GOVERNMENT OFFICES UNDER THE EXECUTIVE BRANCH SHALL BE SUSPENDED STARTING AT 1:00 P.M. ON 22 SEPTEMBER 2025

Dear PMAPer,

As we commemorate Memorandum Circular No. 96 and Proclamation No. 60 (s.1992), declaring the last week of September as Family Week, along with Proclamation No. 326—“Kainang Pamilya Mahalaga Day,” we are reminded of a *truth that lies at the heart of every workplace* — *work and family are inseparably intertwined*.

The way we lead, manage, and support our people extends beyond office walls—it touches the homes, relationships, and communities they belong to. Strong families build strong workers, and strong workers sustain thriving organizations.

This season calls us not only to observe but to practically translate these proclamations into meaningful workplace practices. Here are some ways to make the celebration real and impactful:

_ 1) Encourage Family Connection: Create opportunities for employees to pause, spend time with their loved ones, and be fully present during family meals, rest days, or milestone moments.

_ 2) Promote Work-Life Harmony: Review policies that support flexible work arrangements, wellness programs, and family-friendly benefits that recognize the dual role of employees as professionals and family members.

_ 3) Celebrate Families in the Workplace: Organize simple activities—family-centered events, storytelling sessions, or recognition of employees’ roles as parents, children, or caregivers—to reinforce that the workplace honors their whole selves.

_ 4) Model Care in Leadership: Leaders who demonstrate empathy, patience, and respect in the workplace mirror the values that nurture strong family ties.

By embedding these principles into our organizational culture, we move from proclamation to practice—showing that the well-being of the Filipino family and the strength of Philippine business are not competing priorities, but complementary forces.

This Family Week and Kainang Pamilya Mahalaga Day, may we renew our shared commitment to building workplaces where family life and work life enrich, rather than diminish, each other.

Sincerely,

Ms. Lydia Lily G. Quintans, FPM
President

Mr. Rene M. Gener, DPM
Executive Director
