The Department of Labor and Employment (DOLE) has issued Labor Advisory No. 10, Series of 2025, Suspension of Processing of SEBA Certification (Rule VII, D.O. 40‑03), effective 1 August 2025. Following the Court of Appeals’ 29 May 2025 decision in SMILS v. DOLE, which invalidated Rule VII.
