2024 PMAP National Election
PMAP GUIDELINES FOR THE ELECTION OF 2025 OFFICERS AND BOARD OF TRUSTEES
A. The powers and duties of the ELECOM shall be as follows:
- To prescribe rules and regulations that will govern the conduct of national and chapter elections in accordance with the PMAP Constitution and By-Laws.
- To screen and pass upon the qualifications of candidates in accordance with the By-laws and announce the names of the qualified candidates.
- To appoint deputies to help prepare for and conduct the elections.
- To conduct the election proper and canvass the votes.
- To hear and rule on protests and proclaim the winners.
B. Qualifications of Candidates
- A candidate must meet all of the following qualifications:
a) An officially designated regular or alternate representative of a regular member company or chapter who must be holding a managerial position in any of the disciplines under Human Resource Management at the time of filing of candidacy, provided that the company which the candidate represents must be on a regular status on the date of filing of candidacy; or
b) A regular individual member for a period of at least four (4) years, whether continuous or broken, within the past eight (8) consecutive years counted from the date of filing of candidacy.
- The candidate must have served the Association (either PMAP National, or any of the PMAP chapters) in any of the following capacities within the 8-year period aforementioned:
a) Trustee and/or officer for at least one term; or
b) committee chairperson or vice-chairperson for at least two (2) terms; or
c) committee member in at least four (4) committees; or
d) resource person, lecturer, moderator, rapporteur in at least three (3) PMAP conferences, symposia, workshops or training sessions; or
e) contributor of at least three (3) articles to PMAP publications or was party to the production thereof over a period of four (4) years.
- The candidate must have attended at least five (5) General Membership Meetings of PMAP National or of a PMAP Chapter during the past two (2) years and at least two (2) Annual Conferences of PMAP National or two (2) Regional PMAP Summits during the past five (5) years prior to the filing of certificate of candidacy.
- The candidate or his member company or chapter has no outstanding account with the Association at the time of acceptance of nomination.
- The candidate must execute an undertaking to be prepared by the ELECOM stating among others, that he will not promote, encourage nor depend on blatant and/or unregulated internal partisan politics to ensure his election to office, that any campaign which may be conducted by the candidate will be exclusively for the promotion of his platform of office, and that he or she will support the strategic goals of the association.
- The candidate must submit a certification, duly signed by his superior officer, that the company will allow him sufficient time to exercise his responsibilities as Officer/Board Trustee, if elected.
- A candidate for Officer must have at least five (5) years of experience in the HR profession and must occupy or must have occupied either of the top two HR positions in his or her current or previous organization.
- The candidate is required to attend the orientation scheduled by the ELECOM for the purpose of informing him of his duties and responsibilities as Trustee or officer if elected to office.
C. Disqualifications of Candidates
- No incumbent Trustee shall be qualified for re-election if he or she has failed to attend three or more meetings of the Board during his or her term, except upon leave of absence duly approved by the Board of Trustees for good reason and duly certified by the Board Secretary as of 31 August 2024.
- No two or more individual members/company- or chapter-representatives working for the same company, or affiliated with the same chapter, may be candidates for election to the Board of Trustees or as Officer at the same time. (This applies to both individual members and corporate or chapter representatives).
- No incumbent Board member or officer of the Society of Fellows or HRM Foundation shall be qualified for election to the Board of Trustees or as Officer of PMAP unless they first resign their positions before filing their candidacy.
D. Certificate of Candidacy
- Candidates may personally file their certificates of candidacy in the prescribed form or be nominated by an officially designated or alternate representative of a member-company or chapter, or an individual member. Nominations and certificates of candidacy for Metro Manila must be received by PMAP Center not later than 6:00 pm of 27 September 2024 at the PMAP Office in Mandaluyong City.
- In filing a certificate of candidacy, the candidate undertakes to:
a) Abide by the conditions of the candidacy;
b) Abide by the decisions of the ELECOM as final and binding; and
c) If elected, serve and discharge the duties and functions of an Officer/ Trustee in accordance with the PMAP Constitution and By-laws.
- If nominated, the candidate must indicate his acceptance of his nomination by signing the nomination form, which will signify his acceptance of the same undertakings stated above. If the candidate files his or her candidacy, then the candidate satisfies the requirement for candidate’s nomination.
- In order to give the ELECOM and the general membership an opportunity to evaluate the qualifications of the candidates, the candidates should submit a write-up of not more than two (2) pages about their credentials and their programs of service for PMAP. The write-up will be included in the alphabetical official listing of the candidates to be disseminated to all PMAP members before the election.
E. Filing of Candidacy and Campaign Period
- Deadline for filing of Candidacy shall be on 27 September 2024.
- List of qualified candidates shall be released on 09 October 2024.
- Orientation of the Candidates shall be on October 11, 2024
- Campaign period shall be from 14 October to 24 November 2024.
- Election of Chapters Representative to PMAP Board shall be on 16 October 2024, Park Inn, 6:00 PM – 8:00 PM
- Candidates’ Forum shall be on 17 October 2024. 12:30 to 1:00 PM
- Voting will start on November 25, 2024, at 9:00 AM and will close on November 27, 2024, at 2:30 PM.
- Release of Election Results – December 4, 2024
F. Campaign Do’s and Don’ts
- Candidates may promote their candidacy by soliciting the votes of PMAP members in such a manner or method that is in keeping with PMAP’s high level of campaign standards.
- ELECOM shall layout, print and post the standard size 2.75 x 6.5 poster per candidate given the content provided by the candidates. ELECOM shall review and may screen or edit the content provided by candidates.
- Candidates may opt to use social media and on line campaigning subject to the same campaign standard mention above.
- Campaign period officially ends on 24 November 2024, the day before Election Day. To ensure the orderly conduct of the elections, the following campaign activities are prohibited at the venue of the elections during Election Day:
a) Distribution of campaign paraphernalia such as balloons, t-shirts, fans or the like bearing the names or photos of candidates;
b) Distribution of sample ballots, leaflets, brochures or other printed or handwritten materials promoting the candidacy of any candidate. An official list of candidates shall be posted in each polling booth.
c) Overt campaigning by supporters of candidates. PMAP members may be allowed to endorse individuals but shall not be allowed within three meters radius from the polling places.
- Promotional gimmicks such as, but not limited to, press releases or the publication and distribution of company or personal giveaways are not allowed at any time during the campaign period.
- The ELECOM shall have oversight function over all programs and publications to be released within the campaign period to ensure adherence to this guideline.
G. Term of Officers and Trustees
All Officers and Trustees shall be elected for a one-year term. There shall be no limit as to the number of terms they can be re-elected. However, after every six (6) consecutive years of service, a mandatory rest of two (2) years shall be imposed.
H. Manner of Elections
- The Board of Trustees shall be composed of seventeen (17) members, as follows: Four Officers (President, Vice-President, Secretary, and Treasurer);Ten (10) Trustees to be elected at large; and Three (3) Trustees to be chosen by the PMAP Chapters as their representatives to the PMAP Board.
- The three (3) trustees shall be the chapter representatives representing the geographic regions of Luzon, Visayas and Mindanao. Election of the three (3) chapter representatives shall be conducted during the chapters meeting. The chapters from where the nominees for Trustee come from should be chapters in good standing.
- The list of qualified voters (member firms’ regular or alternate representatives or individual members in good standing) shall be made available on or before the Election Day.
- Each regular corporate or individual member in good standing shall be entitled to one vote. A member in good standing is one whose accounts with the Association are fully paid as of Election Day. The Executive Trustee and the Treasurer shall jointly furnish the ELECOM a duly certified list of members in good standing who are qualified to vote.
- There shall be no voting by proxy. Proxies shall be accepted only for the purpose of establishing a quorum during the election. Only the duly registered PMAP regular or alternate representative of corporate members or individual member can vote.
- Online proxy form

- a] Proxy form will be emailed to the regular representative only.
- b] PMAP regular representative should access the link provided by PMAP IT and log-in using the regular representative email address and default password sent by PMAP through email. The password must be changed immediately after first log-in.
- c] PMAP regular representative will access the online proxy form.
- d]. PMAP regular representative must indicate the needed data in the online proxy form:
- 1] Name of regular representative or Individual member
- 2] Name of Company
- e] PMAP regular representative clicks submit button.
- f] PMAP regular representative will receive confirmation of submitted proxy form. PMAP Center will also receive the same proxy form.
- g]. Proxy forms shall be used only for the purpose of establishing a quorum and shall not be valid for voting purposes. Should a member decide to vote digitally, the proxy form will be automatically nullified.
- PMAP shall conduct its elections with the use of an online voting application, election2024.pmap.org.ph

- a] All regular representatives and individual members will receive user name and password to access the online voting.
- b] For corporate members, the voting link will be given to the regular representative only. In cases where the regular representative cannot vote, he/she will inform PMAP via email that he/she is designating the CEO or the alternate representative to vote in behalf of the company. The voting link will be forwarded by PMAP to the CEO or to the alternate representative.
- c] Individual members cannot designate another person to vote in his/her behalf.
- d] The following PMAP members will not be given the link:
- 1] those with outstanding account with the association as of November 25, 2024
- 2] members under probationary status
- 3] advocate members
- e] Each qualified member-voter is entitled to one (1) official online ballot. The online voting application will not permit any member to cast more than one vote. There is no need to write the names of the candidates. The names of the candidates are already provided in the online application. The voters will choose among the candidates for each contested position.
- f] The voter will choose/select the name of the candidates.
- g] Immediately after the close of voting, the online voting application will provide a report of the results.
- h] To check on the correctness of the results, the ELECOM and the deputies/PMAP Professional Staff will check on the following:
- 1] If the voter is the registered representative of the company
- 2] If there is no duplication in the company or individual.
- 3] If counting of votes per candidate is accurate.
Voting will start on November 25, 2024, at 9:00 AM and will close on November 27, 2024, at 2:30 PM.
ELECOM may deputize any PMAP member who is not a candidate, or PMAP Professional staff, to assist in the election process.
Should there be a tie between two or more candidates, the tie shall be resolved by drawing of lots where the candidate whose name will be drawn three times out of five draws will be declared the winner.
I. Election of the Chapters’ Representatives
- There are three (3) island groupings of geographic regions represented in the Chapters’ assembly. One representative each from the island groupings will be elected by the duly designated qualified representatives from the Chapters coming from the island grouping: 14 representatives from Luzon, 7 representatives from the Visayas and 8 from Mindanao will elect one (1) qualified member each from their respective ranks to sit as members of the PMAPBoard.”
- Election of the chapter representatives shall be conducted during the chapters meeting. The Chapters from where the nominees for Trustee come from should be chapters in good standing.
J. Date of Election
Voting will start on November 25, 2024, at 9:00 AM and will close on November 27, 2024, at 2:30 PM.
K. Protests, Disqualifications, Appeals and Penalties
- Any PMAP member eligible to vote in the election who feels a candidate has violated any of the provisions in the revised PMAP by-laws on the prohibited activities under these Guidelines has the right to inform the ELECOM about said violation. The information shall be done in writing and submitted to the ELECOM at least 3 days before 25 November 2024. The ELECOM will decide on the merits of the reported violation on or before 25 November 2024.

- The ELECOM may disqualify at any time, on or before Election Day, a candidate who has been proven to have knowingly violated any of the prohibited activities. Furthermore, said candidate’s election may be nullified by the ELECOM on the said grounds, provided a protest is lodged and proven within the prescribed period.
- Any member or candidate who has been found to have violated any provision of the Election Guidelines may further be subjected to suspension of membership upon recommendation of the ELECOM with the approval of the Board of Trustees.
- Appeals and protests should be filed with the ELECOM within five (5) working days after the canvassing of votes and the announcement of results.
- The ELECOM shall decide on the appeals/protests within seven (7) working days after the filing of the last appeal/protest.
- All decisions of the ELECOM shall be final and may not be appealed.
L. Minimum Number of Candidates
The number of official candidates for election on 27 November 2024 should at least equal the 4 officer positions and the 10 trustee positions up for election. Otherwise, the filing of certificates of candidacy shall be automatically extended for another week or until such time that the required number of official candidates will have been attained.
M. Proclamation of Winners and Release of the 2024 Election Results
The ELECOM will release the Final Election Results not later than five (5) working days from the resolution of any appeals or protests. All winning candidates will be proclaimed as duly-elected Officers/Trustees by the ELECOM.
The ELECOM shall have the sole prerogative to declare a failure of election.
